I have used two programs, FITELEM.EXE (Mike McCants) and ELCOR.EXE
(Paul S. Hirose).
After entering my observations I first used FITELEM with code 8:

My second step was to adjust
2 R.A. asc node
4 arg. of perigee
5 quasi mean anomaly
with ELCOR.
Finally I used FITELEM again to get an output of observations and
residuals (code 9).

Russell Eberst has observed 88-99A on Mar 05, but his observations
don't fit my observations from Mar 04. There is no doubt that we
both saw 88-99A, so there was a maneuver or one or more points are
wrong. Elements from his observations:
