I saw this on Dec 3 (my birthday) 1989, in the west, el 48, mag 6 1/2, and
Feb 17, 90, east, el 81, mag about 3-3 1/2.
I did not make any notes of flashing at the time, so they must have been
steady then.

I have observed 2 of these:
89-28 B,
Seen 11/91, west, el 33 deg, mag 6. It slowly went to mag 5.
5/92, east, el 39, vary between 1/2 to 1 minute, mag 6.3 - 8.0
91- 81 B,
Seen twice 5/92, period 16 to approx 30 sec, vary 2 mags.
