Iridium 31 Great, 39 not so.

Hi,

just saw Iridium 31 flare past mag -5 last night from Edmonton, Alberta
Canada, as predicted. What a spectacular sight! Our astronomy club was
holding a star night at the local Science Centre, so quite a few members
of the public got a nice treat.

However, Iridium 19, predicted by the same program to also be -5, barely
managed a +1.

Question: I realize that satellites not in their operational orbits will
not flare as predicted, but 19 has been up a while, so is the low-show
to be expected in the near future too? i.e. will it consistently
under-perform?
