The launch window extends to 23:09 UT. It should first be seen as it
passes just south of London England at about 23:11 UT as it begins it
travel to the southeast. The deployment of the payloads may occur
about 68 minutes after launch.
The northeastern US may have the first chance to see the newly
deployed Globalstars. Otherwise, Europe at about 1:06 UT (24 April)
may see them.
I would suggest monitoring theFlorida Today Space Online site for
exact launch time. They often have the launch time posted within a few
minutes of launch.
