satellite traffic control?

An article on the BBC news today:

claims that a satellite equivalent of air traffic control is to be
established in order to try and avoid satellite collisions.

 "Next month, the first satellite traffic control school opens in the
 United States, reflecting concerns over the security of the huge
 investment being made in satellites - estimated to be $40bn (#25bn) over
 the next five years."
