Richard,
The R.A.E. Table of Satellites describes 90028B as a polyhedron with an
estimated diameter of 0.45 m. That is consistent with the current RCS (radar
cross section) value of 0.2203 m^2, in OIG's satellite catalogue.
I estimate that an object of that size would be around magnitude 8 or 9 on a
favourable pass, making it a difficult object to see with 50 mm aperture
optics.
