Yesterday I ran "all" European observations through ELCOR and got these
two orbits, with reasonable residuals:

USA 116 ELCOR 990080-96
1 23728U 95 66 A 99096.90395179 .00014767 00000-0 33136-3 0 37
2 23728 97.8347 210.2653 0445709 174.2791 186.3772 14.79336952 30841

USA 129 ELCOR 99088-96 15.0 3.0 0.0 5.1 v
1 24680U 96072 A 99096.86251357 .00019658 00000-0 26103-3 0 19
2 24680 97.9253 159.8881 0499675 324.2565 32.5963 14.79075771 1190

My own observations of #24680 do NOT have the large residuals I reported
before; I accidentally used my old site coordinates, and the times should
apparantly be changed to agree with our national time service, rather than
my radio controlled clock, and should read:
24680 96 072A 5918 F 19990401191100300 56 34 1254528+540100 56 S+040 10
24680 96 072A 5918 F 19990401191119900 56 34 1352734+649100 56 S+040 10
in ObsEntry/IOD format,
1 99 04 01 19 11 19.90 13 52.73 +64.9100 1950 1
1 99 04 01 19 11 00.30 12 54.37 +54.0100 1950 1
in ELCOR format
