No, it's not. My predictions showed a S-N pass around 19:47 UT at 59 N, and
the following SkyMap 6.3+ .cfg file shows the ground tracks over Vandenberg.

Spot 3 passed in the same direction at 18:25, which can also be seen on
the skymap, so they would be very close on the first orbit.
