I could easily be wrong with this, but launches of the Cosmos-3M out of 
Kap Yar have always used 50.7 deg inclinations, so I would expect that 
this will be the inclination used for ABRIXAS.   This will be the first 
orbital attempt from Kap Yar since January 1987 when Cosmos 1815 was 
placed into orbit.
