A long time ago ( in the mid 60s) some satellites ( OV-n series) were launched
in retrograde orbits, as piggy back payloads on atlas ICBM's
targeted at Kwajalien , and hence lauched almost due West from
Vandenburg. The occasional missile is still launched along that path.
