Also, there are a number of internet time programs that reference the time standard in Boulder (such as http://www.atomtime.com). It seems to have less than a half second error, as judged just by eyeballing it while listening to WWV. This is good enough for anything I will do (such as running a real time display using SatSpy). If you want to hear the signal, perhaps an old used shortwave might be the cheapest way to go.
