    Since they are not tracking 25575 and 26700, and, in effect, neither 26400,
    they ARE making exceptions to their schedule of observation because they are
    attached. If so, they should issue the identical elsets for all tracked ISS
    objects.
    
    If they are NOT making exceptions, it reflects poorly on their schedule and
    quality, missing two and publishing obsolete sets for the third!
    
    The drag term for ISS on day 95.87 is 0.00079, for Soyuz one orbit earlier
    less than half that value, day 91.76 close to twice that!
    
    Using the "Last 5" elsets for Soyuz at that time, the earlier elsets differ
    by 42, 50, 114, 29 seconds in predictions.
    
    For ISS day 01095.87 to 01097.15 there is a spread of only 0.12 s (0.6 from
    Soyuz 01095.79)
