Don't know if there's anything specular of sufficient area on either of these satellite that would account for a -3 glint -- doesn't take a lot of surface area, though. Cosmos 2255 was at twice the range of Cosmos 1151, and may have been traveling slowly enough to appear stationary over a 3-second period.
