Sounds like there's some kind of written procedure for the PAO that dictates a 4 hour launch window (presumably to interfere with terrorists' busy schedule and reducing their productivity). Of course it has been common knowledge that the launch window is about 5 minutes for ISS docking missions and that the target launch time moves about 20 minutes earlier with each day's delay.
