    The USA 116 and 161 elsets are based on short arcs, so they are somewhat
    speculative. I assumed that their mean perigee height has remained about 410 km
    relative Earth's mean radius of 6371 km. Both elsets should be accurate to
    within a few seconds of time tonight.
