Has USSPACECOM got it wrong? Just downloaded the TLE's from the Celestrak site 
(tle-new.txt). The object named SOYUS TMA6, NORAD# 28640, 2005-013A has a 191 
x 221 km orbit with a decay of 22 km/day and the object named SL-4 R/B, 
NORAD# 28641, 2005-013B is in a 230 x 269 km orbit.  I guess the latter one 
is the real Soyus on its way to rendezvous!
