Björn Gimle has reported new observations:

Adding them to Viktor Voropaev's observation yesterday, yields:

1 28888U 05042A   09100.81777114  .00008882  00000-0  83492-4 0    00
2 28888  97.8950 164.7823 0538000  22.1559 340.1978 14.77154592    02 

That mean motion is consistent with a manoeuvre near the apogee passage of 2009
Apr 09 of 10:24:40 UTC; however, the eccentricity is consistent with a manoeuvre
at a perigee. Additional observations will help sort this out.
