This is a fit to Scott Tilley's visual observations on two consecutive passes: 1076 X 1100 km 1 79701U 12095.23647071 .00000000 00000-0 00000-0 0 04 2 79701 123.0192 218.2476 0016360 317.0451 42.9234 13.45650207 08 The arc is short, so the solution remains uncertain. The RAAN appears to be about 0.3 deg east of the search TLE based on FIA Radar 1. Altitude is a bit greater. Barring manoeuvres, uncertainty for observers tonight is about 1 min time, and 0.1 deg track. The object has yet to appear in USSTRATCOM's public catalogue, but it should be 12014A; catalogue number may be 38109 or greater.
