The launch appears to have been successful. TLEs probably will not be issued, but Space Track has issued the initial
partial elements, which contain about the same information required by the U.N. for its registry. The objects are 14019A
/ 39650 and 14019B / 39651.

The orbit is roughly similar to the second of two TLE guesses I posted yesterday (the 347 X 592 km version):

The launch occurred 6 min. later than the basis of those estimates, so they would need to be adjusted accordingly.
