Kevin Fetter sent me the following observations off-list:

99999 99 999A 1775 G 20150401012223106 15 25 0505482-084215 37 S
99999 99 999A 1775 G 20150401012254071 00 25 0431828+011092 37 S

Together with Alberto Rango's obs of last night, I obtain the following approximate elements:

USA 186 261 X 440 km
1 28888U 05042A 15091.05019998 .00067184 00000-0 30000-3 0 07
2 28888 96.8100 129.9611 0133178 307.8766 51.0511 15.71915823 04
Arc 20150331.8-0401.06 WRMS resid 0.041 totl 0.041 xtrk

Inclination and rate of decay are guesses, held constant in the analysis. All others allowed to vary. The argument of
perigee is about 11 deg lower than I expected, perhaps affected by manoeuvre(s). The result is not radically different
when I allow inclination to vary.
