I am not convinced about the 94089A obs - sufficient to say it was not 15014 or 15004. I fought hard to get obs of 15015A and I did see it close to predictions but cloud prevented me from taking a position. However, the important thing to note is the obs at 213152.96 which had the same appearance as 15015A but was about 100 secs ahead of it and a fraction of a degree further west. This almost certainly belongs to the IGS group. The other thing to note is that the last two positions on this list are beleived to be of the same object seen at 211134.52 on the 5th and I think the obs are 16 rev apart. I will cobble together a TLE and try again tonight, weather permitting.
