Your identifications of IGS 10 and its rocket may in fact belong to
IGS 9, which (as Jon reminded us), targeted the same plane. Given that
the IGS 10 orbits are only a day old, I would find it odd that they
are off by 3.838 and 1.168 degrees in RAAN.

​As you can see they were launched on same descending node (RAAN).

Although there are on different altitudes​ the inclination is a little bit
different so both drift on RAAN to about 0.9881 deg/day.

I am very very happy to be right on both estimations!
