Updated IGS Optical 2 elements

Last night, Russell Eberst made the confirming observations of 06037A / 29393, re-discovered the previous night by Cees
Bassa. It was nearly 3 min. late relative the search TLE I posted yesterday. Below are improved elements:

Cees reported that the object was flashing, which Russell confirmed, reporting a variation of 2 magnitudes over a 1 s
period. Last July, Russell reported a regular variation over a 4 s period.
