NOTES:

1) While looking at the data coming in from the fixed setup I noticed
   an unknown which correlates strongly with the IGS 9 [2015-004]
   launch. Since we track the IGS 9 rocket [40382/15004B], this may
   well be the IGS 9 payload [40381/15004A]. Fitting a circular orbit
   yields this esitmate.
