I saw the same object a few days earlier on a pass south of zenith, just after sunset. I got around 29 seconds for the flash interval but that value is +/- perhaps two seconds. 28 seconds would be double your 14 seconds. Was your pass in the north part of the sky? If so, I have a similar one tonight and it will be interesting to see if I get a similar 14 second flash interval.
