June 30 Lacrosse 2 orbit change

Ian Porter has made another observation which indicates
that my previous guess for the mean motion change in the
orbit of Lacrosse 2 was too large.  The revised value
is 0.000450.  This corresponds to about 2.6 seconds per day.

Here is a revised elset:

The maneuver took place about June 30.0.

The size of this maneuver is similar to the many small maneuvers
that Lacrosse 1 performed.
