Observed #22251

I observed USA 86 through Cassiopeia and folowed it for 3 min. in 7*50.
Only one recorded position:
970814 at 20:45:42.3 UTC   RA 0.436 h, Decl + 56.76

One flash +1 and one +0 just before that obs.

Possible observation of SeaStar. I had modified latest elset ndot2 
to -.032 to match approximate changes the last few days (looks almost
like a weak continuous burn), but if this was SeaStar, a value to
match the obs is closer to -0.092 !
