This from data provided by Jonathan McDowell.  Mean motion determined
from reported apogee/perigee using Weleman.

The previous (pre-IPS-5) elset from OIG is below:

I assumed that the two elsets would merge at about the time of the burn
(approx 543-551 UT 7 Aug 99) but they do not.  Regardless, this elset
may be adequate until OIG posts an elset or the Chandra folks provide
a state vector.
