Help with ID of Flasher

Saturday night, 8-14-99, around 10:37PM (edst) a satellite was spotted =
which flashed
to around 1st magnitude every 12 seconds or so and was invisible between
flashes.  It's track was ESE to north.  The bird was first spotted in =
the
constellation Lacerta. From there it passed between Cepheus and =
Cassiopea
before disappearing from view in the north.  My location is Knoxville, =
TN:
Lat: 35.92 N
Lng: 84.06 W
I used a prediction program, but came up empty.  I have seen reports of =
some "flashing" of Spot 3 reported and wonder if this could be the bird.
Any help in identifying this satellite would be appreciated.
