OIG has issued a new element set for Chandra Xray Obs .

state vector posted by Jonathon McDowell.

Using both elsets in highfly to compare them,
the neweer one gives positions at same elevation but 12-13 degrees
further east for my site. It is of course stretching the SDP4 model
to apply it to such an orbit ( and to use highfly for prediction)
But its all we have.
