Negative Starshine Obs

Despite a predicted visible pass by Starshine #25769 99030B, no flashes were
seen during it's predicted time. The viewing conditions were not ideal due
to the moon however a mag 2 flash was seen less than 5 deg above (North)
Altair at 04:48:32 25 Aug UTC +/- 2 sec. Az 175 deg El 50 deg which was
along the expected track. Starshine was to enter shadow at 04:50:26 UTC. Az
183 deg El 51.
