    generally poor conditions here, high clouds and bright moon; however,
    I did have a clear view for dmsp 7 7816 in my NW, predicted
    trak was appulse of +3.5 star circa 0221:30 ut and I watched 
    2 min +/- and saw nothing, sky was clear enough there, seeing
    into the +8 range and never saw it.  the elset is 50 days and 
    time range is 1.1+/-  I have not been following any info on this sat,
    is there a chance it decayed, any idea why not seen in 50 days ?
    did someone see it tonight, 12 aug ut ?
