Since I have been observing flashing, as well as steady, sync sats,
since before people expressed interest in them, many of my early
obs were not reported. This one on Superbird may qualify as the
    'discovery':

Jan 25, 1996. mag >13, flashing 6 sec to mag 10.3, sometimes to mag 11.3.
     and
    Feb 16 1997. mag >13, flashing to mag 11, 23-46 sec.
