    You are right and I just went back and looked more closely.  A bad summary on my
    part - the observation on Aug 24 01:54:45 UT ran 80 seconds *later* than
    predicted from the UNKNOWN 990907 elset, and the observation last night at Aug
    26 01:33:04 UT ran 99 seconds later than predicted.

    I'm still a little fuzzy on designating unknowns.  I understand the purpose of
    getting the catalog number out of range of "real" numbers, and I see how to
    synthesize a designation number.  I also understand that this one of several
    informal approaches to naming an unknown.
    
    I'd like to hear more about this from the more experienced since I anticipate
    encountering the problem more and more.  In particular what do you call a
    suspected satellite, especially when it is historically "unknown" (like 990907),
    that runs somewhat close to prediction but not exactly and yet there are no
    obvious alternative candidates in alldat.tle or other more comprehensive element
    files (as in the above).  How do you link your observation to the satellite you
    suspect is the same?
