As far as US SPACECOM is concerned, TiPS is a non-entity (i.e. classfied).
Requests for TLE for it are greeted by: " 23937 USA 124 No TLE found."
In the past, one could obtain elements from:
http://hyperspace.nrl.navy.mil/TiPS/latest_tips.els
but that site doesn't seem to give anything meaningful these days.
Don Gardner maintains TiPS elements at:

and a current offering from there is:
