Cross-track residuals corrected (?) after listening to recorded tape.

Pierre and Mike agree on gross errors in #26934 obs.
No tape - handwritten notes discarded after transcription to IOD format in
ObsEntry - stopwatch accidentally reset after first time signal after #26934, so
no way of reconstructing obs.
Discard it!
