    You don't need an understanding of TLEs - just a satellite prediction
    program that does, and a recent file of TLEs. (BTW AMSAT programs don't use
    TLEs)

    However, Gorizont 23 is not exactly geosynchronous and has now sunk to 3
    degrees above your western horizon. It will be above 15 degrees in the East
    from Oct.12, but I don't know yet if its flashes will be visible at that
