    Yes, the confirmation that this was a troubled NOSS 2 launch certainly
    indicates that whatever replaced the Titan Launch Dispenser (earlier the
    Shuttle Launch Dispenser, also know as the NOSS 2 A object) failed to
    dispense as much as it should have.  Presumably the next one will rectify
    the problem and produce one of the familiar triads.
