I have now had time to check back over the status reports. ISS is or was in XPOP mode for about a week commencing on or before 30 July: http://www.spaceref.com/news/viewsr.html?pid=9888 so perhaps this is related. It was in LVLH mode for all of July having manoeuvred from XPOP on 29 June http://www.spaceref.com/news/viewsr.html?pid=9655 It will be interesting to see what difference the changes make (or made) in magnitude. It would pay to watch the orbital status reports at spaceref.com for the next update.
