    This decay prediction is for about 20 minutes before perigee.
    I believe that a time near perigee at 11:50 would be a better guess.
    At that time the latitude would be 38 and the longitude about 110 East.
    Of course this guess could be off a rev or two, since it is based
    on an elset that will be about 24 hours old by that time.
