NASA Watch has pointed out a story in IEEE Spectrum by James Oberg, going over the primary reason for the shootdown: the frozen hydrazine tank. In the article, it appears that the concern that dangerous levels of hydrazine could have in fact reached the ground. So the US military may have been correct that the tank surviving re-entry was a real risk.
