I can't get the video to play either but it is definitely at the same launch site as the Feb-4 shahab-3B launch. Interestingly, it appears to be a night launch from the still photo. Hopefully, there will be videos appearing on Youtube soon. The most important thing to look for is the shape of the nose cone. If it's the so-called baby-bottle nose cone then its just another Shahab-3B, if it's a typical "sharp-angle" nose cone than its just a Shahab-3A. If, however, it's a rather blunt nose cone, then perhaps it's a two stage Safir rocket. That would be very interesting but then we would need more detailed images to verify that.
