    The launch of NROL-65 on a Delta 4 Heavy, from VAFB, has been re-scheduled to Wednesday, August 28, 2013 at 18:03 UTC.

    I offer two search TLEs for the new launch time, based on different assumptions.
    
    Assuming the vehicle is able to yaw-steer to my original guess of RAAN, then this TLE will be the more accurate:
    
    1 79501U          13240.75972222  .00019000  00000-0  18973-3 0    02
    2 79501  97.9398 301.8201 0518000 211.8761 320.0000 14.81000000    03
    
    Assuming no yaw-steering, this TLE will be the more accurate:
    
    1 79502U          13240.75972222  .00019000  00000-0  18973-3 0    03
    2 79502  97.9398 304.5701 0518000 211.8761 320.0000 14.81000000    09
    
    I suspect 79501 is the more likely of the two; time will tell.
