NOTES:
------
1) I am unsure about the 38007/11076A identification as I only saw one
   of the two Elisa objects in the Western plane. This could also be
   38009/11076C
2) A brief flare was seen which correlates with both Essaim 4
   [28497/04049F] and Essaim 14547A [99091/14547A]. I've given it the
   ID of the latter as the 101 day old orbit required the smallest
   shift in RAAN.
