The following elements have been derived from observations by Mike McCants and Alberto Rango.

The observational arc is still short, with few points, some of which the observers have cautioned are not of high
accuracy. As a result, it is impossible to arrive at a confident solution. My previous TLE was based on the assumption
that the manoeuvre occurred at a perigee and raised the apogee, which is the usual case. It now appears that the reverse
may be true, which is the basis of the above solution. The above happens to nearly intersect with the pre-manoeuvre
orbit near an apogee on the apparent day of the manoeuvre, 2016 Aug 11 UTC. Nevertheless, I have been wrong before in
exactly the same circumstances, so further observations may well consign the above to the trash. It should be
sufficiently accurate to at least reacquire the object.
