An object in a 600 km high equatorial orbit would reach the horizon of
observers within about 23.9 deg of the equator. It would reach 10 deg
elevation for observers within about 15.8 deg of the equator. It would never
clear the horizon of any of the observers with the required search skill,
who are known to me.
