Updated OTV 5 elements

The following elements are based on observations by Alberto Rango and Brad Young on 2018 Aug 18 UTC:

The spacecraft raised its orbit nearly 10 km since Alberto's observations on 2018 Jul 30 UTC. One result was to change the ground track repetition interval from 78 revs in 5 days to 109 revs in 7 days. 

OTV 4 spent some time in an orbit that repeated at intervals of 108 revs in 7 days. The difference in the number of revs is due to the difference in orbital inclination, which determines the altitude required for a given repetition interval. OTV 4's orbit was inclined 38 deg.
