If Leo's obs are indeed OTV 5 post-manoeuvre, here is a *very rough* circular
fit to his very short observational arc:

OTV 5 candidate
1 70000U 18000X   18234.83193689 0.00000000  00000-0  00000+0 0    02
2 70000  52.6700 199.3122 0001744 282.4132  77.6700 16.06809846    03

If this was OTV 5 (big if!), it would entail a ~2-degree change in orbital
inclination and significant lowering of its orbit from 325 to ~255 km altitude.

It is clouded here so no chance to do a plane search for me tonight.
