Observ -> TLE

Hi all!

There are a lot of programs giving previsions and using TLEs.
But does a program exist which would give the TLEs using
observations?

As I have a system which allows to get accurate positions
and instants, I would be very interested in such a program
but for IBM-DOS or WINDOWS 3.1
(I described my system in july on the list and
it is also described in my WEB page)
