I have seen Mir at about the same elevation on a favorable pass.

I was attempting to pick it up even close to the horizon but 
clouds prevented that.   Given the clear skies here at 7000',
I suspect that it may be possible to get down to a degree or so
but it may take a while to get the right viewing conditions for
Mir or the Shuttle
